The main reason for burn permits is to prevent fire services from being sent to a controlled burn in your area.   The permit prevents the county from sending firefighters to your location after someone has reported a fire.   It takes a lot of time and resources to send everyone to a fire only to find out its a controlled burn in the neighborhood.
